I swear it sounds like it's saying "Hitler" when you play his audio in reverse. Audio is taken from his MMZ3 Boss intro appearance in MegaMan ZX. I had to re-create the scene in mugen, because I don't know any DS emulators that allow GBA + DS interactivity at the moment.
