February 15, 2008 The Federation of Canadian Municipalities held their fifth national conference on sustainable community development in Ottawa from February 14 th to 16 th . The 2008 Conference brought together municipal leaders, speakers and experts, and focused on the theme " Moving Innovation into Practice ". The Honourable Stéphane Dion , Liberal Party Leader, addressed the conference on February 15 th 2008 . In his speech, Dion announced the Liberal Party's plan to tackle Canada's infrastructure deficit.
