Today's scheduled vote on the Iraq supplemental spending bill, which includes an amendment calling for a complete withdrawal of all U.S. combat troops from Iraq in 18 months, and prohibitions on establishment of permanent bases in Iraq and on the use of interrogation techniques not authorized in the Army Field Manual.
