He then implies that public access television is the reason cable bills continue to go up year after year - apparently he thinks WYOU's 22 cents per month is the conspiracy behind rate increases. Perhaps like his counterpart Rep. Montgomery he's just learned about public access and still ignorant of what its about. Montgomery is the state representative that just learned about YouTube after he sponsored a bill defining web video. The clips in this video were from the Joint Committee on Financing when they voted to approve the Wis cable bill that seems to have been written by AT&T and poorly understood by the sponsor who support it.
