电视摄制队无意中摄得警队于街头被陈一元率领的悍匪重创，令全港市民哗然。警方威信顿时荡然无存。为了重整士气，全港三万名警察誓要捉拿重犯归案。重案组督察张志恒追踪陈一元至一幢大厦，正欲行动之际，副指挥官Rebecca却打算将整个行动现场直播，利用传媒一洗警队颓风。市民全都屏声静气，观看这场电视史上前所未有的“大事件”。 恒与部属戴上微型摄影机冲入现场，却发现大厦内躲着另一班劫匪，两面受敌，形势凶险；但Rebecca却将此片段剪掉。元在大厦内挟持人质，并将闭路电视录到的枪战片段发送给传媒，使警方大为尴尬，Rebecca被迫播放完整片段。 Rebecca力劝元投降，但两帮歹徒联手抗警。混乱间，恒成功救出人质，但元也成功逃出大厦。Rebecca藉由现场罪犯留下的线索追踪到元，元挟持Rebecca意图逃脱，在这过程中爱上了Rebecca……(阿通)
