After returning to Toad Town, Mario finds a large Koopa blocking the path to Koopa Village. Kent C. Koopa shows himself as an evil entrepreneur by allowing people to pass if they pay a toll; usually a role played by a city/state, not a private company. Once again, a lack of a police force results in Mario having to take responsibility. Kent is a large Koopa, like Bowser except without spikes on his back.
