Smoking on the capitol grounds is an issue that's come up several times during the legislative session. Today, Senators voted on a different way to handle the issue let someone else make the decision. The bill orders the state Office of Management and Budget to come up with new smoking regulations. The office is in charge of the Capitol Grounds. (Sen. Dick Dever / (R) Bismarck) I and pretty much everyone else here acknowledge the right of smokers to smoke, and the right of non smokers to be exposed to someone else's smoke. One of the difficulties of saying you can't smoke within 100 feet of the door is saying there are public areas that are high traffic areas around the capitol. (Sen. Dwight Cook / (R) Mandan ) It's really nice to stand up and speak on a smoking bill as a non smoker. But if you think that should change my attitude that we should tell these people they should go across the street and smoke you're wrong, Mister President, I think that's wrong. Dwight Cook quit smoking early on in the session because of health reasons. The bill says OMB has to draft anti-smoking rules by October First. House members approved a bill to keep smokers at least a hundred feet away from capitol entrances.
