Two planets that are both Federation members, Elas and Troyius, have been at war with each other for centuries. The Enterprise is assigned to transport Elaan, the Dohlman of Elas, to Troyius for her marriage to that planet's leader. As Kirk tries to educate Elaan on the importance of the marriage, he ends up falling in love with her, causing him to be distracted from a Klingon ship that's threatening the Enterprise.
