House Passes Property Tax Bill

How do legislators give you the property tax relief you were promised? Lawmakers made some headway on the issue today. North Dakota House members passed a property tax plan. Donnell Preskey tells you what it is... Lawmakers have spent 73 days working on property tax relief... (Rep. Arlo Schmidt / (D) Maddock) Who would've thought it would be so hard to get rid of $100 million dollars. But when almost every legislator has their own idea agreeing on a plan can be difficult. 3:05:05 (Rep. Wes Belter / (R) Leonard) What this bill is is trying to figure out how do we consolidate 94 ideas on the House floor on how do we return excess revenues. The bill starts by taking 100 million dollars and giving it to residents. The tax credit will be based on the amount you pay in property taxes. 3 - 3:47:40 (Rep. David Drovdal / (R) Arnegard) Refund on taxes, everybody who pays taxes should get it equally. 5.9% every tax payer pays tax deserves the equal refund. 2 - 3:04:28 (Rep. Phil Mueller / (D) Valley City) I don't think people back home really care how they get their property tax reduction, but I do know they're concerned on their schools. Democrats say that's where the money should go to the schools. They also don't like another component of the bill, to give 16 million dollars in income tax breaks for married couples. 4 - 4:12:40 (Rep. Louis Pinkerton/ (D) Minot) This is 16.1 million dollars that's not going to be available for child care, tuition reductions, roads. The measure eliminates the marriage penalty for couples making less than 64 thousand dollars. The bill also expands the homestead tax credit... 3 - 3:43:08 (Rep. Mark Owens / (R) Grand Forks) There is a large increase in the value of the homes it applies to and the amount of income the elderly can have to stay in their homes. Legislators may disagree on certain components but a majority agree on the underlying idea. (Rep. Gil Herbel / (R) Grafton) The people at home want property tax relief, they expect property tax relief, if we don't do the job right, they will have the last say. Even with this approval the bill is far from being finished. In Bismarck, Donnell Preskey, KX News The bill also lowers the limit on how much schools can raise property taxes. The senate voted to reject the House bill. So the bill 2032 heads to conference committee where House and Senate members will try to write a final bill.
